If we hadn't turned property rights into a mere philosophical footnote in this country, the owners of the downstream properties could sue for violating their property. That seems to me to be a more effective solution than the bureaucratic approach. The TVA is a federal program, and this disaster can be laid at their feet. Without the TVA, the disaster would not have happened. A private energy provider could not have gotten away with it.
