That is something I don&#039;t think that the eco-left can answer, Who watches the watchers? If we hadn&#039;t turned property rights into a mere philosophical footnote  in this country, the owners of the downstream properties could sue for violating their property. That seems to me to be a more effective solution than the bureaucratic approach. Property owners have a personal incentive to prevent pollution that bureaucrats cannot have.</description>

		<description>Actually, this incident plays quite well into what Harry Browne said many times, that the US government is the biggest polluter there is.

The TVA is a federal program, and this disaster can be laid at their feet.  Without the TVA, the disaster would not have happened.
