It is possibly for a monopoly to form naturally because no one has taken the initiative to challenge them. 

For example, before you started IPR, TPW was the only site doing this, but there was no law against someone doing it before you - it was just that TPW was serving the market, such as it was, well enough that nobody saw much need to.</description>
